Amending Germany's Same Sex Partnership Law

In 2001 Germany legalized same-sex partnerships, granting Lesbian and Gay couples rights similar, but not identical, to those of hetrosexual married couples. Over the past decade, primarily because of constitutional court decisions, the is law has been amended, bringing life partnerships closer to marriage equality. This paper empirically examines the amendment process and seeks to explain why lesbian and gay couples have gained some new rights but are still deined others in Germany.
