This panel will assess the extent to which the European Union has contributed to a transformation of the politics of migration in Europe. It will do so by analysing institutional, policy and ideational dynamics in the EU, with a particular focus on the dynamics of interaction between the EU level and national, regional and local levels of governance. The panel will explore three dimensions of transformation: (i) policies to regulate various forms of international migration; (ii) policies that pursue migrant integration; and, (iii) the role of EU institutions and other actors involved in the EU policy process, such as think tanks and NGOs. The papers will explore the extent to which the EU reframes debates, prompts alternative policy responses, and offers alternative or new ways to address migration issues in domestic politics. By doing so, the panel will seek to contribute to the development of new directions in the analysis of the EU understood as a form of supranational governance with important implications for the scope and meaning of policy in this highly salient area.
