Reconciling the European Neighbourhood Policy and the Eurasian Economic Union: Towards a Pan-European Legal Space?

The aim of this contribution is to analyse how the creation of a Eurasian Economic Union (EEU) at the EU's eastern border affects the revision of the European Neighbourhood Policy (ENP). The latter essentially aims at the export of EU values and norms on the basis of a variety of unilateral and bilateral legal instruments, most notably the European Neighbourhood Instrument (EPI) and Association Agreements (AA) with Ukraine, Moldova and Georgia. It will be analysed how the EEU affects the effective implementation of the AAs and the revision of the bilateral legal framework with non-associated neighbouring countries such as Armenia, Belarus and Azerbaijan. In particular, the question will be addressed to what extent norms from other organisations such as the Council of Europe and the World Trade Organisation may be helpful to overcome existing irritants in the relations between the EU and the EEU.
