The ETS in EU is the cornerstone and core component of the EU climate policy. Since its start in 2005, EU ETS has achieved noteworthy results, but also exposed a series of shortcomings and problems, for which the EU in 2013 from the third phase of its major reforms, but these reform initiatives And failed to achieve the desired results, on the contrary makes the carbon market quota excess problem is more serious. We reviews the background, causes, main contents and prospects of EU ETS Phase  reform by reviewing the achievements and shortcomings of EU ETS in the first two phases, and discusses the enlightenment of EU ETS Phase III reform on China 's carbon trading system.
