The goals of this paper are to explain why these unions have embraced these varied tactics in the face of similar challenges and to explain the evolution of tactics over time towards a greater union militancy within each case. To accomplish these goals, I develop a comparative case study that utilizes both cross case and within case historical analysis. Through my examination of these two cases, this study provides insight into the opportunities and limitations unions have to expand their power in an era of increasingly fissured workplaces and growing worker precariousness.
