What is the state of ‘quality of government’ (QoG) in Europe across and within countries in Europe today?  Building on the European Quality of Government Index (EQI) from 2009-2010, this study reports a second round of data, based on the largest, multi-country survey on QoG that focuses on regional level governance, with over 70,000 respondents EU-wide.  Our conception of QoG is the extent to which public services are allocated impartiality, without corruption as well as in a quality manor and asks respondents about both their perceptions and experiences with regional public services, such as health care, education and law enforcement.  Data for all 28 EU countries is presented as well as over 190 regions in 21 countries with multiple NUTS 2 regions.  The creation of the index is presented, along with subsequent analyses elucidating correlates with QoG within and across countries.   Finally the 2013 EQI is compared with 2010 data to assess both the validly of the previous study as well as elucidate any significant regional-level changes in QoG over time.
