East vs. West? The Differential History and Longitudinal Footprint of Regional Representations in Brussels

This paper examines a third round of data collected on regional office activity in Brussels. The expert surveys, modelled on those collected by two previous groups of researchers, were sent to all regional offices in Brussels as listed by the Commission. The paper aims to demonstrate the changing role of these offices and looks at the differences between older and newer member state activities. I find that indeed, newer states have different goals and aims than older states previously had, while those older states have evolved their goals into more sophisticated policy influencing. This research follows on Marks, Haesly, and Mbaye 2002, “What do subnational offices think they are doing in Brussels?” (in Regional and Federal Studies).
