In this paper we discuss content validity –the degree to which an indicator captures the content of the measured concept– and convergent validity – the extent to which a given indicator is associated empirically with other indicators. The Regional Authority Index (RAI) is compared to several other measurements of (fiscal) federalism and decentralization across a range of countries and over an extended time period and we pay particular attention to cases of disagreement.
