However, the current economic crisis is limiting the funds at the disposal of local governments, both at national and regional level. Within European Networks of Local Authorities, this reduction creates a tension between collaboration among members and competition for funds.
This paper presents this phenomenon through the analysis of the evolution of international networking activities of the Province of Barcelona. This local government has been very active at European level, where it has acted to support the municipalities of the province, but also through direct involvement on international networks.
The conclusion, based on the case-study, shows that there is a connection between the participation on international networks and the management of EU-funded projects. This implies a direct correlation between the experience and knowledge acquired through networks and the obtaining of EU-funded projects. Thus, the reduction of EU funding may increase competition among local governments, but also reinforce the participation of international networks.
