The paper develops the normative and analytical conception of a European demoicracy as a form of Political Union. Distinct from both national and supranational forms of democracy, demoicracy is defined as ‘a Union of peoples, understood both as states and as citizens, who govern together but not as one’. Normatively speaking, the core of demoicracy privileges principles including transnational non-domination and transnational mutual recognition.
Arguably, demoicracy is not only a normative concept but provides also analytical lenses for identifying a range of necessary preconditions for a political union aimed at thinking beyond the current (and preventing any future) global financial and regional economic crises.
