Hybrid Regimes and Hybrid Interventions: Putin and Milosevic

What explains the similarities in why and how Putin and Milosevic committed aggression against Ukraine in the first case and, in the second, Croatia, Bosnia and Kosovo?  This paper focuses on the role of domestic pressures in driving these leaders to intervene in neighboring countries and the design of a "sneaky" repertoire of intervention that maximized the power of these leaders and minimized the international costs of violating the international norm of state sovereignty.
