One of the cornerstones of the European single market has been the integration of varied regulatory systems, through both mutual recognition and harmonization. This European regulatory integration model was developed through many years of hard work by EU courts and agencies. Now, as part of the Transatlantic Trade and Investment Partnership (TTIP) negotiations, the EU has made proposals on regulatory cooperation with the U.S. that, in many ways, build on its internal experience. In a sense, it is attempting to export its model to others. This raises a number of questions, including the following: Can the European success in this area translate to the broader international arena? How will the U.S. react to the European proposals, and what proposals has the U.S. made in this area in response? And how do other trade agreements approach the issue of regulatory cooperation and coherence?
