In 2015, the government of Ukraine launched an ambitious set of police reforms in large cities around the country. In this paper we examine perceptions of these reforms using panel data gathered before and after their implementation. We find improving public evaluations of police integrity, though regional differences persist.  We look at both contextual and individual level factors that explain how perceptions change over time.
