Bureaucracies are not just technical instruments at the service of the state. They reflect a vision for a given societal project. As such, they bear values which evolve over time so as to reflect changing societies. In today’s globalized and uncertain world, the EU experiences various tensions. Brexit and other forms of Euroscepticism, as well as institutional competition between international and regional organizations impact the EU at various levels. Which challenges does this put on the EU’s bureaucracy? Which values does the EU bureaucracy bear? More critically, do the values which underlie the EU’s bureaucratic model reinforce each other or challenge each other?
