111 Ethnic and racial equality policies in Europe: Beyond the legal approach

This panel explores the ways in which ethnic and racial inequalities are dealt with in European public policies. It examines how European countries respond to persisting inequalities faced by citizens of migrant origin, in a context where racial categories are largely taboo and where the focus is often on the integration of newly arriving migrants as opposed to citizens of migrant origin. Thereby it aspires to move beyond the study of individualist anti-discrimination legislation towards an analysis of targeted support programmes and ethnicity or race-conscious equality policies. The panel wants to reflect on the diverse framings of racial and ethnic inequalities within policy circles, the different types of policy responses that are adopted throughout Europe to tackle these inequalities, as well as the ways in which the adoption of such policies can be explained. It is particularly interested in how policies are changing now that the electorate of migrant origin is growing in many European countries. We welcome papers that analyse policy developments in all relevant policy fields and from both a national or a (possibly transatlantic) comparative perspective. In this way, the panel aims to contribute to an enhanced understanding of the politics of ethnic and racial equality policies in Europe beyond migrant integration and anti-discrimination policies.
