The CAP after 2013: A Break from the Past or More of the Same?

This paper explores the current reform proposals for the Common Agricultural Policy in the context of their antecedents. It combines historical institutionalism with the framework developed by Howlett and Cashore, which splits ‘policy’ into six: three levels of (dis)aggregation each of ‘means’ and ‘ends’.
