The Deaf Leading the Blind? Public Opinion and European Union Policy

This paper examines the connection between public opinion and policy change asking to what extent the level of public support and the degree of heterogeneity of public opinion can be utilized to explain the variance in the volume of European legislation both across policy fields and across time.
