Issue framing and policy change: Lessons from the European Union

In many respects, framing analysis remains a ‘fractured paradigm’ (Entman). This paper contrasts theoretical arguments on how issue framing affects policy change and uses empirical evidence from the study of the European Union policy process to assess theoretical progress.
