Reforming Regulatory Regimes in the EU: Measuring Incremental Adaptations and Discontinuous Changes

This paper elaborates a method for measuring the order of magnitude of regulatory reform in the EU. The goal is to apply this measure to a sample of directives and regulations adopted in the last five decades, in order investigate the patterns of stability and change in EU regulatory regimes.
